Citi Tokenized Collateral, 24/7 Margining and $346M in Funding Costs

Tokenized collateral mobility is becoming a balance-sheet optimization product. The opportunity could be worth $346M annually per major financial institution in reduced funding drag and unlocked collateral value, according to Citi's latest report.

Tokenized collateral mobility opportunities

1️⃣ Unlocking $346 million in annual funding drag per major institution

The average global systemically important bank (G-SIB) manages $74B in collateral across 65 custody locations. But today's fragmented collateral infrastructure creates significant inefficiencies:

→ 69% of institutions experience significant collateral settlement challenges.

→ Firms post 6–7% more collateral than necessary to mitigate settlement risk.

→ Up to 63% of margin is posted overnight to prepare for future obligations.

→ 25% of collateral holdings sit idle, generating little or no return.

Approximately $15B in idle collateral per major institution, representing $346M in estimated annual lost income.

2️⃣ Enabling 24/7 margin management for increasingly always-on markets

Derivatives and digital asset markets increasingly operate around the clock.

But the infrastructure supporting their margin obligations does not.

This creates a fundamental mismatch:

→ Trading exposures accumulate overnight and during weekends.

→ Traditional cash and securities settlement systems remain constrained by operating hours and cut-offs.

→ Clearing members must pre-fund margin obligations before settlement systems close.

→ Collateral held across different entities and time zones cannot always be mobilized when needed.

Tokenization could turn margin management from a pre-funded process into a just-in-time liquidity service.

Michael Roberts, Citi's Head of Digital Asset Commercialization, suggests that digital assets could enable firms to collateralize margin obligations 8–10 times per day, compared with once or twice today.

3️⃣ Most significant product opportunity: Tokenized US Treasuries for Asian CCPs

Today, Asian institutions holding US Treasuries can struggle to mobilize them for margin calls during Asian trading hours because US securities settlement infrastructure is closed. Citi is developing a model that could change this.

The proposed workflow:

  1. An Asian CCP issues a variation margin call.

  2. The client instructs Citi to lock US Treasuries held in its custody network.

  3. Citi issues digital tokens representing those securities.

  4. Tokens are transferred to the clearing member within seconds, even when US settlement infrastructure is closed.

  5. The clearing member funds the CCP's margin obligation.

  6. The underlying US Treasuries remain safely held in traditional custody infrastructure.

The critical innovation: The underlying securities do not need to move for their collateral value to become mobile.

The key strategic question

BNY already operates a multitrillion-dollar triparty collateral franchise, while Citi, JPMorgan and other banks are developing tokenized collateral and liquidity capabilities.

If tokenized Treasuries can move 24/7 without the underlying securities leaving traditional custody, will incumbent triparty agents become the orchestration layer for digital collateral, or will banks build competing collateral mobility networks?

After all, the commercial opportunity extends beyond triparty repo into bilateral financing, CCP margining and cross-border collateral mobility.
